E A S T  G A R T O N  P A R I S H  C O U N C I L

 

The Parish Council comprises of the Holderness villages of Fitling, Garton and Grimston.

 

 

MINUTES OF THE COUNCIL MEETING HELD ON TUESDAY 2nd APRIL 2024      

 

PRESENT: Cllrs S Mattinson - Chair, F Brown, A Crawforth, D Dee, J Harvey and H Teasdale.

 

An apology for absence was received from Cllr V Clappison.

 

 

Consideration of Councillor’s declaration of interests

There were no changes declared by members to the register of interests.

 

Public session

A member of the public enquired as to who would be maintaining Longbrough Lane in future and he was advised that this was the responsibility of ERYC as the highway authority.

Mr Bantin outlined in detail the development for which he had submitted a planning application to ERYC which he hoped the Council would later support and a member of the public raised his concerns and objections with regard to the application which he asked the Council to take into account when considering the application.

These were agreed as a true record and signed by the Chair.

 

Matters arising from the minutes

Highway issues - The Clerk reported that he would chase up ERYC with regard to the damaged bridge rails on Humbleton Road and replacement of the damaged 30mph speed limit repeater post on Back Lane now that the new financial year had commenced.

He also confirmed that the potholes on Grimston Lane and one on the B1242 had been referred to ERYC for attention following Cllr Clappison forwarding him images for onward transmission to the Area Engineer with a reminder that a number of signs on the B1242 corridor still required correctly repositioning.

 

Planning

Erection of an agricultural building, part change of use of land in connection with Camping and Caravanning Club, construction of hardstanding including improvement of access and installation of an above ground tank, portable toilet and water drain at land south east of Garton Windmill disused Aldbrough Road Garton - 23/02631/PLF

Following consideration of the respective submissions by the applicant and the member of the public it was agreed that no objections be made to the application.

 

Change of use of land for the siting of static caravans to extend holiday park with associated works and infrastructure including car parking and construction of road within site at Westfield Country Park Fitling Lane Fitling

It was reported that ERYC had refused the above application.

 

SSE Community Liaison Group

Members were reminded that a walk round of the site would be taking place on the 11th April at 6pm and the Chair commented that representatives of VOICE had recently met with the Leader and the Director of Planning & Development Management at ERYC raising their concerns relevant to the proposed Hydrogen Pathfinder and Hydrogen Storage schemes.

Cllr Dee referred to a stile on the land in SSE's ownership which was in poor condition images of which he would forward to the Chair and Clerk and the Chair confirmed that he would take the matter up with SSE.

 

Correspondence

The Clerk reported that he had previously circulated the latest Police newsletter and the slide presentation provided by ERYC on the Changing Coasts East Riding project following the meeting in March and confirmation from SSE that in relation to Dogger Bank D Wind Farm green energy would not be produced at a dedicated onshore facility so would be retired from the project.

The Clerk circulated posters received from Beverley Beekeeper's Association raising awareness of an invasive species of Asian hornet and details of a concert to be held in Withernsea on 18th April for display in the notice boards. 

 

Neighbourhood Watch/Farmwatch

Apart from a report of cockerels running loose there were no other issues at present to report.

 

Financial matters

It was reported that the bank balance was currently £ 5,434.10.

 

Any other business

Highway issues - It was reported that a tree which had been impacted by a police vehicle on the B1242 required removing from the grass verge, that branches from a tree overhanging Back Lane needed to be cut back and a concrete base from a previously impacted road sign required removal from the grass verge on Humbleton Road which the Clerk agreed to refer to ERYC for attention.  

 

Next meeting - The annual meeting to be held at Aldbrough Village Hall on the B1242 on   Tuesday 7th May 2024 following the annual parish meeting which will commence at 7.30pm unless otherwise advised.
