The Parish Council comprises of the Holderness villages of Fitling, Garton and Grimston.
MINUTES OF THE ANNUAL COUNCIL MEETING
HELD ON TUESDAY 7th MAY 2024
PRESENT: Cllrs S Mattinson - Chair, V Clappison A Crawforth, D Dee, J Harvey and H Teasdale.
An apology for absence was received from Cllr F Brown.
Consideration of Councillor’s declaration of interests
There were no changes declared by members to the register of interests
Election of Chair and Vice Chair
It was resolved that Cllr Mattinson be elected as Chair for the ensuing year and that Cllr Harvey be elected as Vice Chair for the same period.
Minutes of the meeting held on the 2nd April 2024
These were agreed as a true record and signed by the Chair.
Matters arising from the minutes
Highway issues - It was reported that ERYC had removed the tree on the grass verge on the B1242 which had been impacted by a police vehicle and a reply from ERYC regarding the overhanging branches from a tree on Back Lane was the responsibility of the landowner and would be reported to Enforcement section for attention.
Planning
It was reported that an application for an agricultural barn at Fitling had been submitted and the Clerk confirmed that he had not received notification of this and would make enquiries of ERYC.
SSE Community Liaison Group
A report of the proceedings of the Group meeting of 2nd May was presented at which notice was given of preparations for full site outage from 12th to 24th May and that a Community Investment package face to face event had been held at Garton.
The Group was informed that the planning application for the Hydrogen Pathfinder project was on target to be submitted by the end of June with a pre-planning submission session planned for the next Group meeting on the 30th May.
In respect of the Hydrogen Storage project, in advance of the statutory consultation commencing on 17th June notification in writing to various people including landowners would be undertaken notifying them of the company's proposed future DCO application which would also involve placing site notices on unregistered land towards the end of May with advertisements in various newspapers.
Correspondence
The Clerk reported that he had previously circulated the latest Police newsletter and notification was received from ERYC of one addition to the register of electors.
Neighbourhood Watch/Farmwatch
There were no issues at present to report and Cllr Crawforth agreed to source copies of Farmwatch signs as some of them in place were showing signs of fading.
Financial matters
It was reported that the bank balance was currently £9,252.17 which included the £5000.00 precept recently received from ERYC.
Any other business
Highway issues - Following matters raised in the earlier annual parish meeting it was agreed to refer potholes and ruts in the grass verges on Grimston Lane and a pothole at its junction with the B1242 to ERYC for attention together with a request to provide a grip into the dyke near Alice Cottage on Humbleton Road, for vegetation obscuring the chevron on the B1242 near Bail View Farm to be removed and for the passing place on Fitling Lane to be swept.
It was also agreed to check on previous minutes regarding a litter bin on Fitling Lane and to request ERYC to prune the trees on Back Lane which had been planted by that Authority some years ago.
Defibrillators - It was noted that the batteries in the defibrillators may require replacing and Cllr Crawforth confirmed that she would approach Rupal North to enquire if this was the case as she had agreed to monitor the units moving forward.
Next meeting - The next meeting to be held at Aldbrough Village Hall on the B1242 on Tuesday 4th June 2024 at 7.30pm unless otherwise advised.
