The Parish Council comprises of the Holderness villages of Fitling, Garton and Grimston.
MINUTES OF THE COUNCIL MEETING HELD ON TUESDAY 3rd OCTOBER 2023
PRESENT: Cllrs S Mattinson F Brown V Clappison, A Crawforth, D Dee, J Harvey and H Teasdale.
There were no apologies for absence as all members were in attendance.
Consideration of Councillor’s declaration of interests
There were no changes declared by members to the register of interests.
Public session
A member of the public referred to a number of potholes in Grimston Lane and another resident commented that surface water flooding was evident recently on the B1242 at its junction with Grimston Lane and it was agreed to refer both issues to ERYC for attention. Following the enquiry from a member of the public at the last meeting regarding any progress with attention to the ditch at the rear of properties in Grimston the Clerk reported that he had discussed the matter with Mr Fisher and following a discussion with Mr Christie he had tried to contact Mr Marriott who was presently away on holiday and that he would endeavour to speak with Mr Marriott on his return.

Matters arising from the minutes
Highway issue - The Clerk reported that ERYC had recently cleared the chevrons on the B1242 of overgrown vegetation which was obscuring their presence.
Police visit
The Chair welcomed PCSO Darren Bainton to the meeting who was questioned with regard to the ongoing issue of speeding motor cyclists in Garton particularly on Thursday evenings and to a lesser extent on Sundays and he commented that where possible depending on manpower availability surveillance operations would be stepped up in future commencing next spring. He reported that the operations of the Rural Taskforce team had resulted in a significant decrease in poaching activities in Mid Holderness and that further ANPR cameras funded by Farmwatch had been located at strategic locations.
The Chair thanked PCSO Bainton for his report and attendance at the meeting.
Planning
Change of use of land for the siting of static caravans to extend holiday park with associated works and infrastructure including car parking and construction of road within site at Westfield Country Park Fitling
It was agreed to strongly object to the application as the proposed development would result in further vehicular traffic on Fitling Lane which has very limited passing place opportunities with no footpaths and with walkers, cyclists and horse riders already avoiding cars, agricultural vehicles, feed merchant lorries, vehicles towing caravans and further increased vehicular movements would compound the situation further. The proposed development would have a negative visual impact on the area with light pollution and noise caused to nearby residential properties, concerns with regard to the nearby drain's capacity to cope with further development and the risk of further flooding in Fitling Lane and beyond.
The proposed development would result in the holiday park being excessive in cumulative scale in relation to its countryside location and the small rural settlement of Fitling.
Erection of portico with balustrade above to rear at Fitling Hall Westfield Lane Fitling
It was reported that ERYC had approved the above application.
Litter pick
It was agreed that the litter pick in the parish takes place on Sunday 15tth October commencing at 9.00am.
SSE Hydrogen Pathfinder, Hydrogen Storage and Dogger Bank D Wind Farm
The Chair reported that a local delegation including ERYC Ward Cllrs had recently met with Graham Stuart MP to express concerns on the likely cumulative impact the above proposed developments would have in the local area and that the Leader of ERYC had agreed to meet with a further delegation at a date and time to be agreed to listen to and understand local feeling and concerns with SSE's proposals.
It was reported that a request had been made to SSE to allow for VOICE representation at the CLG meetings and it was agreed that CLG updates be a regular agenda item in future.
The meeting was reminded that a Dogger Bank D Wind Farm public information event would be taking place at Aldbrough Village Hall on 12th October from 2pm to 7pm.
Correspondence
The Clerk confirmed that he had previously circulated the latest Police newsletter together with a communication and details received from SSE relevant to the proposed Dogger Bank D Wind Farm. He also read a letter received from ERYC with regard to its Changing Coasts project which was intended to create a long-term sustainable approach to managing the impacts of a changing coastline with drop-in sessions scheduled nearby at Aldbrough Village Hall on 17th October and Withernsea Meridian Centre on 23rd October with both events taking place between 2pm and 7pm.
Neighbourhood Watch/Farmwatch
It was reported that there had been no reports of any incidents of late.
Any other business
Highway issues - Following a recent road traffic accident which had caused damage to the barrier at the dyke near Alice Cottage it was agreed to refer the matter to ERYC for attention together with a request that consideration be given to preventing through traffic from using Back Lane at its northerly junction and its junction with Humbleton Road.
Fitling Lane - The Clerk reported that following an earlier request ERYC would be undertaking a traffic speed survey in the near future on Fitling Lane.
Salt bin restocking - The matter was raised as to salt/grit levels in the bins and comment was made that the Council had agreed at an earlier meeting that ERYC had been asked to restock the Council owned bins in future.
Annual review of Clerk's salary/expenses
It was agreed that the Clerk's salary/expenses be increased by £200.00 per annum.
Next meeting - The next meeting to be held at Aldbrough Village Hall on the B1242 on 9th Thursday November 2023 at 7.30pm unless otherwise advised.
