The Parish Council comprises of the Holderness villages of Fitling, Garton and Grimston.
MINUTES OF THE ANNUAL COUNCIL MEETING HELD
ON TUESDAY 6th MAY 2025
PRESENT: Cllrs S Mattinson - Chair, V Clappison, A Crawforth, D Dee, J Harvey and H Teasdale.
There were no apologies for absence as all members were in attendance.
Consideration of Councillor’s declaration of interests
There were no changes declared by members to the register of interests.
Election of Chair and Vice Chair
It was resolved that Cllr Teasdale be elected as Chair for the ensuing year and that Cllr Mattinson be elected as Vice Chair for the same period.
Public session
Arising from a member of the public enquiring previously of the situation regarding proposed measures to alleviate future flooding in the B1242/Back Lane area, the Clerk reported that an update from ERYC confirmed that jetting and drainage survey works for the culvert across the B1242 had been scheduled for early May and that works to the Back Lane headwall would be completed by the end of May.
Once the survey results and full report have been produced the information gathered would be used to make decisions regarding any further works required for the culvert and ERYC would provide a time frame for any such works.

These were agreed as a true record and signed by the Chair.
Matters arising from the minutes
Highway matter - A reply from ERYC confirmed that the pothole in the vicinity of Church Farm in Grimston Lane would be inspected and appropriate action taken and that the verge damage/over run at the same location would be monitored as it is not at intervention level from a safety perspective, however there are concerns with the unauthorised gravel placed on the verge.
Planning
Erection of a two storey extension to the side following demolition of extension to rear at Springfield Westfield Lane Fitling – 25/00808/PLF
It was agreed that no objections be made to the above application.
Construction and installation of infrastructure for the production,storage and retrieval of electrolytic hydrogen for the generation of electricity using an Open Cycle Gas Turbine and reinstatement of an existing brine discharge pipe and other supporting infrastructure, together with demolition of a small warehouse, site offices and two redundant former brine settlement tanks at Gas Storage Facility Garton Road Aldbrough (amened plans/additional information -24/02391/STPLFE
It was reported that ERYC had approved the above application.
Hybrid application for the erection of a biomass and waste water processing building and outline permission for the erection of up to 4 vertical farming units, 2 rainwater harvesting lagoons and 1 attenuation pond with ancillary works at GB Bio Ltd Hull Road Aldbrough -21/04544/STPLFE
It was reported that ERYC had refused the above application.
SSE Community Liaison Group
It was reported that it was understood that the next meeting of the group had been scheduled for June and that efforts were being made to bring the meeting forward to an earlier date.
Correspondence
The Clerk reported that he had previously circulated the latest Police newsletter, details of the public consultation on the Humber Hydrogen Pipeline project, the ERYC annual planning liaison meetings scheduled for the 12th and 20th June, the Holderness Health new appointment booking system and its digital drop-in sessions.
Neighbourhood Watch/Farmwatch
It was reported that there had been no reports of any incidents within the parish of late.
Financial matters
It was reported that the bank balance was currently £11,129.75 which included the recently received precept payment from ERYC of £5,000.00.
Proposed dates for the two First Aid courses
It was agreed that an advanced six-hour course over two sessions of three hours each for twelve people be held at Aldbrough Village Hall on the 12th and 19th June with both sessions commencing at 7pm and Cllr Mattinson agreed to provide a flyer announcing the event.
Councillor vacancy
The Council considered three applications received for the casual vacancy and on the Chair's casting vote Andrew Nendick was duly co-opted onto the Council and that he be invited to attend the next Council meeting.
Any other business
Proposed flower bed at Grimston village nameplate - Cllr Clappison enquired as to the possibility of providing one at the location and she agreed to obtain quotes for consideration with a view to applying to the SSE grant fund to finance any scheme.
Next meeting - The next meeting to be held at Aldbrough Village Hall on the B1242 on Tuesday 3rd June 2025 at 7.30pm unless otherwise advised.
