Minutes: 4th April 2023

E A S T  G A R T O N  P A R I S H  C O U N C I L

 

The Parish Council comprises of the Holderness villages of Fitling, Garton and Grimston.

 

MINUTES OF THE  COUNCIL MEETING  HELD ON TUESDAY 4th APRIL 2023      

 

PRESENT: A Crawforth, V Clappison, D Dee, J Harvey and A Nendick.

 

Apologies for absence were received from Cllrs S Mattinson and R North and Cllr Crawforth chaired the meeting in the absence of the Chair.

 

Consideration of Councillor’s declaration of interests

 

There were no changes declared by members to the register of interests.

 

Public session

 

The member of the public who previously reported that ERYC had still not attended to the outstanding works required to complete the improvements in relation to the drain cover on Fitling Lane reported that the works had now completed and the Chair confirmed that this was the case.

These were agreed as a true record and signed by the Chair.

 

Matters arising from the minutes

 

ERYC King's Coronation Community Fund - The Clerk reported that the application he had submitted to ERYC for funding towards the cost of purchasing commemorative mugs for distribution to each household had been approved following which an order had been placed with the supplier to provide them in good time for distribution.

 

Proposed litter pick - It was agreed that a date/time for the session be finalised at the annual meeting of the Council in mid May. 

 

Highway issues - A reply from ERYC confirmed that the potholes in the vicinity of Fitling Hall on Westfield Lane, also on Lowfield Lane and near to Fitling Garth on Humbleton Road would be inspected and actioned as necessary.  

 

Planning

  

Installation of a ground mounted solar array at land north east of Grimston Garth Grimston Lane Grimston

 

Installation of a ground mounted solar (pv) array and two air source heat pumps at Blue Hall Aldbrough Road Garton

 

It was reported that ERYC had approved these two applications.

 

Correspondence

 

The Clerk confirmed that he had previously circulated the Police report together with details of a proposed certificated camp site at Mill Field Garton which had been brought to his and Cllr Harvey's attention by a resident.

It was agreed to object to certification of the site citing the objections submitted to ERYC relevant to the recent planning application for the site which was subsequently withdrawn.

 

Neighbourhood Watch/Farmwatch

 

It was reported that encouragingly there had been no incidents recorded in the parish of late.

 

Any other business

 

Gas caverns – Members and the general public were reminded that the next CLG meeting would be taking place on the 13th April at 7pm at Aldbrough Village Hall and were encouraged to attend the session as again the proposed development would significantly impact the parish in future years.

 

Highway issues - It was agreed to once again refer the deteriorating state of the carriageway at the southern end of Fitling Lane towards the parish boundary to ERYC for attention together with a reminder that the carriageway edge on Back Lane near its junction with Humbleton Road had still not been topped up with soil following an earlier incident of a heavy vehicle over running the highway.

 

Former Grimston telephone kiosk - Cllr Clappison reported that the kiosk was in need of a repaint and it was agreed to ask ERYC if it would carry out the works when its village taskforce team visited the parish later this year. 

 

Next meeting

 

The annual meeting to be held at Aldbrough Village Hall on the B1242 on a date/time to be advised following the local elections on the 4th May.
