The Parish Council comprises of the Holderness villages of Fitling, Garton and Grimston.

 

 

MINUTES OF THE  COUNCIL MEETING HELD ON

TUESDAY 4th MARCH  2025

 

PRESENT: Cllrs S Mattinson - Chair, V Clappison, A Crawforth, J Harvey and H Teasdale.

 

An apology for absence was received from Cllr D Dee.

 

Consideration of Councillor’s declaration of interests

 

There were no changes declared by members to the register of interests.

 

Public session

 

A member of the public reported that the East Garton Wombles had received a grant from the SSE Thermal Community Fund for the purchase of 20 hedgehog houses which had been purchased from the RSPB.

Reference was made to the flooding in the B1242/Back Lane area and that at the the recent CLG meeting the issue of three drain areas where blockages could occur was raised and that a request was made for SSE to provide grilles to assist in alleviating potential future flooding.  Tanker teams had recently attended the location and an ERYC camera survey was still awaited and that once the results of the inspections were known any responsibility that was related to SSE would be addressed by the company.

Matters arising from the minutes

 

Highway matters - The Clerk confirmed receipt of a reply from ERYC regarding the eight pothole locations in Fitling requiring attention which stated that a works order had been issued for the potholes to be filled and that in the new financial year some carriageway patching would be undertaken and on further inspection of the passing place in Fitling Lane no vegetation was found to be encroaching onto the highway.

 

Planning

 

Construction and installation of infrastructure for the production, storage and retrieval of electrolytic hydrogen for the generation of electricity using an Open Cycle Gas Turbine and reinstatement of an existing brine discharge pipe and other supporting infrastructure, together with demolition of a small warehouse, sit offices and two redundant former brine settlement tanks at Gas Storage Facility Garton Road Aldbrough (amended plans/additional information) - 24/02391/STPLFE

 

It was agreed to strongly object to the application and that ERYC be informed that the Council's comments previously submitted on the application are still entirely relevant.   

 

Appeal against ERYC enforcement notice for alleged breach of planning control of land at Crawshaw Bungalow Westfield Lane Fitling - 24/00033/ENFORC

 

It was reported that ERYC had advised that the Planning Inspectorate had dismissed the

above appeal.

 

Variation of condition2 (approved plans) and condition 4 (external materials) of permission 24/01544/PLF (Erection of single storey extensions to front and side of existing storage building to form office/shop/staff facilities and additional storage including installation of solar panels to roof) to allow change of external finish to the shop area from timber to brickwork at Green Meadows Park Caravan site Fitling Lane Fitling - 24/03770/VAR

 

It was reported that ERYC had approved the above application.

 

SSE Community Liaison Group

 

A report of the proceedings of the 13th  February meeting was given at which SSE provided  updates on both the Hydrogen Pathfinder project and the Hydrogen Storage project.

It was also confirmed that Heritage Hedging would advise on the possibility of providing additional screening in the gap highlighted from Bail View Farm and that a presentation on site safety would be given at the next meeting in Aldbrough on the 24th April to explain the various processes followed throughout the complex.

 

Correspondence

 

The Clerk reported that he had previously circulated to members the latest  Police newsletter and he reported that the application he had submitted to the SSE Community Benefit Fund for grant funding of two First Aid courses had been successful.  It was agreed that the proposed courses be an agenda item for the next meeting to consider proposed dates for holding the sessions. 

 

Neighbourhood Watch/Farmwatch

 

It was reported that two foreigners had been sighted in February in the vicinity of Moat Farm in Grimston.

 

Financial matters

 

It was reported that the bank balance was currently £5936.68.

 

Any other business

 

Councillor vacancy - Following the resignation of Cllr Brown the Clerk confirmed that ERYC had advised that an election had not been called and that the Council could now co-opt a new member following which a notice had been displayed in the notice boards inviting applications for the vacancy for the Council's consideration.

 

Highway matter - It was agreed to refer a damaged chevron in the direction of Roos on the B1242 to ERYC for attention.

 

Proposed litter pick - It was agreed to ask SSE to consider providing a litter pick from its entrance on the B1242 towards Garton.

 

Next meeting - The next meeting to be held at Aldbrough Village Hall on the B1242 on

Tuesday 1st April 2025 at 7.30pm unless otherwise advised.
