The Parish Council comprises of the Holderness villages of Fitling, Garton and Grimston.
MINUTES OF THE COUNCIL MEETING HELD ON
TUESDAY 5th SEPTEMBER 2023
PRESENT: Cllrs F Brown, A Crawforth, D Dee, J Harvey and H Teasdale.
In the absence of the Chair Cllr Harvey chaired the meeting.
Apologies for absence were received from Cllrs S Mattinson and V Clappison.
Consideration of Councillor’s declaration of interests
There were no changes declared by members to the register of interests.
Public session
A member of the public enquired if Aldbrough Parish Council would be represented at the meeting at the weekend with Graham Stuart MP and the ERYC Ward Cllrs in respect of SSE's proposed Hydrogen Pathfinder, Hydrogen Storage and Dogger Bank D developments and also the availability of Councillors likely to attend the session. He was advised that Cllr Mattinson had contacted Aldbrough Parish Council and it was understood that a response was awaited. Cllrs Brown, Dee and Teasdale commented that owing to prior commitments they would be unable to attend the meeting.
A member of the public enquired if any progress had been made with attention to the ditch at the rear of properties in Grimston and it was pointed out that the riparian owner(s) were responsible for its maintenance. Comment was made that Mr Fisher and Mr Christie may be interested parties and the Clerk agreed to discuss the matter with both gentlemen.
Reference was made once again to speeding motorcyclists on the B1242 with recent accidents reported one of which unfortunately resulted in a fatality to the motorcyclist. It was agreed to raise this ongoing problem to the Police once again as patrols needed to be much improved on the stretch of the B1242 concerned moving forward.

Matters arising from the minutes
Litter in Fitling Lane - The Clerk reported that Mr Mason of Westfield Country Park had contacted him to confirm that he had instructed his sign contractor to produce notices for display on his site requesting his visitors not to drop litter in the lane.
Highway issue - A reply from ERYC confirmed that the pothole outside 1 Heath Villas Back Lane in Garton had been inspected and that a works order had been issued to repair it.
Planning
There were no new applications or decisions for the Council's consideration.
Litter pick
As ERYC would not be completing verge grass cutting operations until the end of September it was agreed to firm up a definite October date and time for a litter pick at the next meeting.
Correspondence
The Clerk confirmed that he had previously circulated the latest two Police Newsletters for the information of members and he reported that ERYC had advised him that parish reviews had been taking place and that for East Garton the number of Councillors in the parish would remain at seven effective from 6th May 2027.
Neighbourhood Watch/Farmwatch
It was reported that there had been no reports of any incidents of late.
Any other business
Highway issues - Reference was made to a damaged double bend sign on Humbleton Road impacted by a vehicle and that the chevrons on the B1242 had still not been cleared of overgrown vegetation which matter had previously been reported to ERYC. The Clerk confirmed that Cllr Crawforth had reported the damaged sign to him previously and that ERYC had visited site and that a works order had been issued on 21st August and that he would send a further reminder to ERYC regarding the delay in removing the overgrown vegetation from the chevrons.
Next meeting - The next meeting to be held at Aldbrough Village Hall on the B1242 on Tuesday 3rd October 2023 at 7.30pm unless otherwise advised.
