The Parish Council comprises of the Holderness villages of Fitling, Garton and Grimston.
MINUTES OF THE COUNCIL MEETING HELD ON
TUESDAY 1st OCTOBER 2024
PRESENT: Cllrs S Mattinson - Chair, V Clappison, A Crawforth, D Dee, J Harvey and H Teasdale.
An Apology for absence was received from Cllr F Brown.
Consideration of Councillor’s declaration of interests
Cllr Dee declared that he had recently been employed by SSE at its Atwick site.
Public session
A member of the public questioned whether ERYC would provide some passing places on Grimston Lane and also if a salt/grit bin could be provided in Grimston and she was advised that the matter of passing places could be considered by the Council at a future meeting and that there was already an ERYC salt/grit bin in situ in Grimston.
The applicant for the proposed improvement works at Millview Stables in Garton outlined her reasons for submitting the planning application and hoped that the Council would
support the application as submitted to ERYC.

These were agreed as a true record and signed by the Chair.
Matters arising from the minutes
Speeding motor cyclists - The Clerk reported receipt of a reply from the Police which stated that Patrols to monitor the situation would continue until the end of the biker season.
Highway matters - The Clerk reported that he had forwarded images of potholes in Fitling Lane to ERYC for attention and also that the damaged post/rail at the dyke on Humbleton Road had been replaced and that the requested grip opposite had now been provided.
A further reply from ERYC indicated that the overgrown vegetation in the passing place on Fitling Lane had been cleared and was not overhanging the facility. Cllr Teasdale disagreed with this reply and it was agreed to request ERYC to meet with her on site to view the area.
Planning
Construction of a hardstanding path and drainage ditches in connection with existing equestrian use at Millview Stables Aldbrough Road Garton - 24/01840/PLF
It was agreed that no objections be made to the application.
SSE Community Liaison Group
A report of the proceedings of the 17th September meeting was given at which an update on both the Hydrogen Storage and Hydrogen Pathfinder proposals were presented.
Proposed UXO (unexploded ordnance) and seismic surveys were also outlined with landowners being contacted for access to carry out the surveys and it was confirmed that the next meeting would be held in Garton on the 17th October.
Correspondence
The Clerk reported that he had previously circulated the latest Police newsletter and that ERYC had confirmed that following its five yearly review of polling districts and stations it was proposed that no changes would take place in the parish on both these subjects.
Neighbourhood Watch/Farmwatch
It was reported that thankfully there had been no incidents of note in the parish of late.
Financial matters
It was reported that the bank balance was currently £7913.94
Proposed future First Aid Course
It was agreed that Cllr Crawforth obtain costings for a course possibly to take place early next year and that subject to receipt of these details the Council consider applying for funding to meet the cost of the exercise.
SSE Thermal Community Investment Fund
It was agreed that Cllr Crawforth be appointed as the Council's representative to sit on the above Fund Panel with the first decision making Panel meeting due to take place in Garton on the 8th October.
Any other business
There was no other business for the Council's consideration.
Annual review of Clerk's salary/expenses
It was agreed that the Clerk's salary/expenses be increased by £250.00 per annum.
Next meeting - In view of bonfire night it was agreed that the next meeting be held at Aldbrough Village Hall on the B1242 on Wednesday 6th November 2024 at 7.30pm unless otherwise advised.
