The Parish Council comprises of the Holderness villages of Fitling, Garton and Grimston.
MINUTES OF THE COUNCIL MEETING HELD ON TUESDAY 4th JUNE 2024
PRESENT: Cllrs S Mattinson - Chair, F Brown, V Clappison A Crawforth, D Dee, J Harvey and H Teasdale.
There were no apologies for absence as all members were in attendance.
Consideration of Councillor’s declaration of interests
There were no changes declared by members to the register of interests.
Minutes of the annual meeting held on the 7th May 2024
These were agreed as a true record and signed by the Chair.
Matters arising from the minutes
Highway issues - A reply from ERYC in connection with potholes and ruts in the grass verges on Grimston Lane stated that the area would be inspected and that a patch had been ordered for the pothole at its junction with the B1242 continually being filled and that a patch here should solve the problem. The response also confirmed that consideration would be given to adding a grip into the dyke near Alice Cottage on Humbleton Road and that its Environmental section would be asked to sweep the passing place on Humbleton Road.
A further reply from ERYC acknowledged the Council's request for the trees on Back Lane which had been planted by that Authority several years ago to be cut back together with overgrown vegetation obscuring a chevron on the B1242 near Bail View Farm.
Cllr Teasdale commented that the Fitling Lane passing place required more than just sweeping out as vegetation required digging out which had encroached into the highway and she agreed to supply the Clerk with images highlighting the problem for onward transmission to ERYC for attention.
The Clerk reported that on checking previous minutes regarding a litter bin in Fitling Lane the Council felt that the cost of a bin from ERYC was expensive and that Mr Mason had contacted his sign contractor to produce notices for display on his site requesting visitors not to drop litter in the lane and also that his staff would litter pick at the end of each week on the lane.
Proposed agricultural barn at Fitling Lane - The Clerk reported that on checking this proposed development it was classed as an AGRNOT application on which ERYC does not consult with local Councils on these types of application.
Defibrillators - The Chair reported that on inspection the batteries in the defibrillators required replacing in 2027 that the pads had been replaced fairly recently and that Rupal North had agreed to monitor the units moving forward.
Planning
Erection of a straw shed at Moat Farm Westfield Lane Fitling - 24/01554/PLF
It was agreed that no objections be made to the above application.
SSE Community Liaison Group
The Chair reported that the Group met on the 30th May and was informed that the planning application for the Hydrogen Pathfinder project was expected to be submitted in the near future to ERYC for consideration and that public consultation on the Hydrogen Storage project would be taking place from mid-June until mid -August with several public consultation events taking place in July at which the preliminary findings from the Environmental Impact Assessment would be shared with those attending the sessions.
It was agreed that the assistance of CPRE be sought with regard to the proposed developments and the Chair stated that he would ask Voice Garton to update the Council on its previous discussions with CPRE prior to making contact with the organisation.
Correspondence
The Clerk reported that he had previously circulated the latest Police newsletter, details of the Town and Parish Councils planning liaison meetings scheduled for the 13th and 18th June and notification was received from ERYC of six deletions to the register of electors.
Neighbourhood Watch/Farmwatch
There were no issues of concern to report at present and Cllr Crawforth confirmed that she had distributed copies of the Farmwatch signs she had obtained and there was a request for further copies which she agreed to obtain for further distribution.
Financial matters
It was reported that the bank balance was currently £9,242.17
Any other business
Grimston ex telephone box - Cllr Clappison agreed to contact Sue Pressick at Marshalls to enquire whether the company would be prepared to pay for the repainting of the unit which housed the defibrillator and subject to the response a decision on whether to approach the Roos Wind Farm Fund be made in this respect.
Bridle path off Grimston Lane - Cllr Harvey reported that the first bridge on the path was in need of repair works and the Clerk confirmed that he would raise the matter with ERYC.
Next meeting - The next meeting to be held at Aldbrough Village Hall on the B1242 on Tuesday 2nd July 2024 at 7.30pm unless otherwise advised.
