The Parish Council comprises of the Holderness villages of Fitling, Garton and Grimston.

 

 

MINUTES OF THE COUNCIL MEETING HELD ON TUESDAY

2nd SEPTEMBER  2025

 

PRESENT: A Crawforth, D Dee, J Harvey, S Mattinson and A Nendick.

 

Apologies for absence were received from the Chair Cllr H Teasdale and Cllr V Clappison.

 

In the absence of the Chair Cllr Mattinson chaired the meeting.

 

Consideration of Councillor’s declaration of interests

 

There were no changes declared by members to the register of interests.

 

Public session

 

A member of the public referred to a number of bridges on a footpath which were in a poor condition and she agreed to supply photographic evidence of this to the Council for onward transmission to ERYC for attention.

Members of the public referred to recent paramotor activity in the parish which had been close to residential property and causing noise disturbance to residents and it was agreed to make enquiries as to their safe use near to houses.

These were agreed as a true record and signed by the Chair.

 

Matters arising from the minutes

 

Highway issues - It was reported that ERYC had determined that the overgrown hedge on Lowfield Lane was the responsibility of the landowner who had been written to requesting that the hedge be cut back and it was confirmed that it had now been attended to.

 

It was reported that the replacement bench at Grimston provided by Marshalls was now in situ with thanks expressed to Cllr Clappison for her efforts in securing the company's agreement to provide the bench. 

 

Proposed First Aid courses - Members were reminded that the two advanced courses were to take place on the 2nd and 9th October at 7pm in Aldbrough Village Hall.

 

Proposed SSE funding application requests - The Chair reported that he was awaiting a reply from the company regarding the possibility of the grant of funding for the provision of disabled access to St Michael's Wood bridge and also for the provision of a litter bin on Fitling Lane. The Clerk reported that he had made enquiries of ERYC as to the possibility of its agreement to consider approving the installation of a litter bin in that vicinity and a reply stated that consideration of installing litter bins depends on whether there is a perceived need due to littering issues that are repeatedly raised and that following further discussion with ERYC the area would be monitored by that Authority in the next couple of months to determine whether there was a need for the installation of a litter bin. 

 

Planning

 

Change of use of existing barn to a dwelling for use as holiday accommodation at land west of Springfield Westfield Lane Fitling - 25/02269/PLF

 

It was agreed that no objections be made to the application.

 

Construction of a general parking area (retrospective) and change of use of a stable to a holiday let at land and building west of Brimahar Lowfield Lane Fitling - 25/01414/PLF

 

SSE Community Liaison Group

 

Updates were presented to the Group on the Hydrogen Pathfinder and the Hydrogen Storage schemes and it was reported that the gate in St Michael's Wood requested by the Group had now been completed with the next CLG meeting scheduled for the 19th September.

 

Correspondence

 

The Clerk reported that he had previously circulated the latest Police newsletter and details of SSE's submission of its Marine Licence application to the Marine Management Organisation for completion of offshore construction activities ie. reinstatement of existing brine outfall pipeline and diffuser.

 

Notification was received from ERYC of one addition to the register of electors.

 

Neighbourhood Watch/Farmwatch

 

It was reported that there had been no reports of any incidents within the parish of late.

 

Financial matters

 

It was reported that the bank balance was currently £9,944.22

 

Any other business

 

Highway matter - It was reported that an area of highway on Humbleton Road required remedial works following an incident whereby a vehicle had caught fire and it was agreed to refer the matter to ERYC for attention.

 

Next meeting - The next meeting to be held at Aldbrough Village Hall on the B1242 on Tuesday 7th October 2025 at 7.30pm unless otherwise advised.
