MINUTES OF THE COUNCIL MEETING HELD
ON TUESDAY 7th OCTOBER 2025
PRESENT: Cllrs H Teasdale - Chair, A Crawforth, J Harvey, S Mattinson and A Nendick.
Apologies for absence were received from Cllrs V Clappison and D Dee.
Consideration of Councillor’s declaration of interests
There were no changes declared by members to the register of interests.
Public session
As no members of the public were in attendance the above session did not take place.
Minutes of the meeting held on the 2nd September 2025
These were agreed as a true record and signed by the Chair.
Matters arising from the minutes
Paramotor activity - The Clerk reported that he had circulated details of the Paramotor Code of the UK Civil Aviation Authority following the matter being raised by a member of the public at the last meeting which states that except when necessary for take-off and landing paramotors must not fly closer than 500 feet from any person, vessel, vehicle or structure. Cllr Mattinson confirmed that he would invite Mr Bantin to the next meeting to outline his intended future use of the Mill field area.
Proposed SSE funding application request - Cllr Mattinson reported that relevant to the provision of disabled access to St Michael's Wood bridge that the cost was likely to exceed the £2,000.00 application limit and that he would calculate the actual distance and obtain a quote prior to an application being submitted for which a deadline for applications was expected from SSE in the near future.
Highway matter - A reply from ERYC confirmed that the area of highway on Humbleton Road damaged when a vehicle caught fire would be inspected and remedial works undertaken where necessary.
Planning
Erection of a two-storey extension to an existing dwelling at 1 Stocks Gart Fitling Lane Fitling - 25/02724/PLF
The Chair declared a non-pecuniary interest as she was a friend of the applicant and took no part in discussion of the application and did not vote in the matter.
It was agreed that no objections be made to the application.
Change of use of existing barn to a dwelling for use as holiday accommodation at land west of Springfield Westfield Lane Fitling - 25/02269/PLF
It was reported that ERYC had approved the above application.
SSE Community Liaison Group
A report of the proceedings of the CLG meeting held on 19th September was given at which relevant to the Hydrogen Pathfinder scheme several questions were raised relating to the Marine Licence application which SSE confirmed that a response would be shared once answers had been finalised.
An overview of current and expected activity on the Hydrogen Storage scheme was explained and that details of the pipeline cable route would be made available as matters progress.
The next CLG would be held in Aldbrough on the 20th November.
Correspondence
Notification was received from ERYC of one addition to the register of electors.
Neighbourhood Watch/Farmwatch
It was reported that there had been no reports of any incidents within the parish of late.
Financial matters
It was reported that the bank balance was currently £9,909.12
Any other business
Dyke at Grimston - Cllr Crawforth reported that she had been approached by a member of the public requesting that the Council ask Marshalls to ensure that they keep their grille on the dyke at the rear of the houses free from debris to allow free water flow and the Clerk confirmed that he would approach the company in the matter.
Harvest Festival - Cllr Crawforth commented that harvest Festival would be held at St Michael's Church on Sunday 12th October at 6pm.
Annual review of Clerk's salary/expenses
It was agreed that the Clerk's salary/expenses be increased by £250.00 per annum.
Next meeting - The next meeting to be held at Aldbrough Village Hall on the B1242 on Tuesday 4th November 2025 at 7.30pm unless otherwise advised.
