The Parish Council comprises of the Holderness villages of Fitling, Garton and Grimston.

 

 

MINUTES OF THE COUNCIL MEETING HELD ON

TUESDAY 2nd DECEMBER  2025

 

PRESENT: Cllrs H Teasdale - Chair, V Clappison, A Crawforth, D Dee, J Harvey, S Mattinson and A Nendick.

 

There were no apologies for absence as all members were in attendance.

 

Consideration of Councillor’s declaration of interests

 

There were no changes declared by members to the register of interests.

 

Public session

 

Members of the public raised concerns regarding activities which had taken place at Blue Mill caravan site which included paramotors flying near residential properties coupled with several events the last one of which was a bonfire/fireworks display with food vans in attendance and stalls selling items.

The Clerk read out two items of correspondence which highlighted their concerns and it was agreed that clarity be sought from the Civil Aviation Authority, the Caravan & Camping Club and ERYC on the use of the site for the activities causing concern to local residents.

 

A member of the public referred to a pothole near a drain on Aldbrough Road and was advised to forward an image to the Clerk for onward transmission to ERYC for attention,

These were agreed as a true record and signed by the Chair.

 

Matters arising from the minutes

 

Highway matters - A reply from ERYC's Area Engineer stated that there were no issues of surface cracking on Grimston Lane near to its junction with the B1242 which met investigation levels, that the pothole/verge damage near Golden Ball Cottage would be repaired, the reflective post on Fitling Lane would be reset and that the railing over the dyke on Humbleton Road would be repaired and the broken post would be replaced and further that the damaged carriageway on Humbleton Road caused by a vehicle fire was minor and no repairs were required and that a pothole outside the entrance to Westfield Lakeland holiday park would be filled.

 

It was noted that the pothole/verge damage near Golden Ball Cottage and the pothole outside the holiday park had now been attended to by ERYC.

 

Confirmation was also received from the Area Engineer that repair/patching works on Fitling Lane were still planned to go ahead in the current financial year.

 

SSE Community Investment Fund - It was reported that an application for funding of £240.00 for the provision of seasonal bedding plants had been submitted to SSE for consideration

 

Planning

 

Erection of a two-storey extension to an existing dwelling at 1 Stocks Garth Fitling Lane Fitling

 

It was reported that ERYC had approved the above application.

 

SSE Community Liaison Group

 

A report of the proceedings of the group was presented at which a report on the condition of the dykes from Land Drainage Consultancy was received following site surveys over three months following which a plan for providing protective grilles would be implemented and that a vole survey would be undertaken next spring.

 

Project updates on the Hydrogen Pathfinder, Hydrogen Storage and Humber Hydrogen Pipeline were also presented with the next group meeting scheduled for the 29th January.

  

Correspondence

 

There were no items of correspondence for consideration and it was agreed to request the Police to continue to provide its monthly newsletter which had not been circulated of late.

 

Neighbourhood Watch/Farmwatch

 

It was reported that there had been no reports of any incidents within the parish of late.

 

Financial matters – including determination of precept for 2026/27

 

It was reported that the bank balance was currently £8,005.79,

 

The Clerk gave an overview of the current financial position with an estimated tear end balance and likely requirements for the coming financial year and it was agreed that the precept requirement be £5,000.00.

 

Any other business

 

Dyke at Back Lane - Cllr Mattinson reported that following improvement works carried out to the headwall in the dyke he had forwarded a video to ERYC for comment of water bubbling up in the dyke where it appeared there were only two pipes now evident whereas previously there were three servicing the flow in the area.

 

Next meeting - The next meeting to be held at Aldbrough Village Hall on the B1242 on Tuesday 3rd February 2026 at 7.30pm unless otherwise advised.
