MINUTES OF THE COUNCIL MEETING HELD ON TUESDAY
3rd MARCH 2026
PRESENT: Cllrs H Teasdale - Chair, V Clappison, A Crawforth, D Dee, J Harvey and A Nendick.
An apology for absence was received from Cllr S Mattinson.
Consideration of Councillor’s declaration of interests
There were no changes declared by members to the register of interests.
Public session
Arising from matters raised by members of the public regarding the withdrawn planning application 23/02631/PLF in respect of land south east of Garton Windmill disused, the Clerk reported that he had been notified by ERYC Enforcement that a response in the matter would be issued shortly which when received would be circulated to members.
PCSO Bainton was questioned regarding theft of parcels in the locality delivered by couriers and he pointed out that redress should be sought from the vendors and not the couriers.
He confirmed that with the approaching biker season police patrols would be monitoring the speeding situation on the B1242 corridor and that Aldbrough Parish Council had applied for funding to obtain a speed camera which subject to funding granted could possibly be shared with the Council and the Clerk confirmed that he would contact that Authority in the matter.

Matters arising from the minutes
Flooding in Fitling Lane - It was reported that following the recent flooding ERYC had attended the area and jetted the surface water system/gullies.
Potholes - The Clerk confirmed that he had referred potholes in Back Lane and Grimston Lane to ERYC for attention and a reply stated that repair work orders had been issued and that the exceptionally high number of potholes which have developed throughout the East Riding since Christmas had placed significant additional demand on its repair teams but that the issues should be resolved by the end of the month.
Planning
There were no new applications or decisions for consideration by the Council.
SSE Community Liaison Group
A report of the proceedings of the CLG meeting held on the 5th February was presented at which it was confirmed that a funding decision for the Hydrogen Pathfinder scheme was still awaited and that the Environmental permit application had been submitted to the Environment Agency for consideration.
It was also reported that it was anticipated that three grilles would be provided for land drainage purposes to assist with prevention of future highway flooding and that prior to this a water vole survey would be undertaken in springtime.
In respect of the Hydrogen Storage scheme it was reported that the Development Consent Order submission was planned for Spring 2026 and walkover land surveys were progressing with regard to the Humber Hydrogen Pipeline project and that the next CLG meeting was scheduled for the 26th March.
Correspondence
The Clerk reported that he had previously circulated the latest Police newsletter and the Humber Hydrogen Pipeline project update announcement of National Gas Transmission joining HHTS Limited.
Notification was received from ERYC of one deletion from the register of electors.
An invitation was received from the CPRE to renew annual membership of the organisation and it was agreed to do so at a fee of £75.00.
Neighbourhood Watch/Farmwatch
It was reported that there had been no reports of any incidents within the parish of late.
Financial matters
It was reported that the bank balance was currently £6,794.16.
Any other business
Grimston Lane - It was agreed to ask ERYC to consider providing some grips in the grass verges in areas where flooding was occurring following heavy rainfall.
Next meeting - The next meeting to be held at Aldbrough Village Hall on the B1242 on Tuesday 7th April 2026 at 7.30pm unless otherwise advised.
