The Parish Council comprises of the Holderness villages of Fitling, Garton and Grimston.

 

 

MINUTES OF THE COUNCIL MEETING HELD

ON TUESDAY 7th JULY  2026

 

PRESENT: Cllrs H Teasdale - Chair, V Clappison, A Crawforth, D Dee, J Harvey, S Mattinson and A Nendick.

 

There were no apologies for absence as all members were in attendance.

 

Consideration of Councillor’s declaration of interests

There were no changes declared by members to the register of interests.

 

Public session

PCSO Bainton introduced Inspector Foster to the meeting and then touched on actions being taken now that the biker season was underway with the assistance of the Fire Service now in place and the Safer Roads Humber speed monitoring, also the Lifestyle Challenge for children now that the school summer holidays are commencing shortly.   

The lady owner of the Blue Mill site in Garton expressed her concern regarding surveillance apparatus directed at the site from a neighbouring property and Inspector Foster advised her to contact the Information Commissioner's Office should she wish to raise a complaint.

She also thanked those who had assisted with and attended the Annual Show in Garton which had been a successful event.

A member of the public referred to ongoing paramotor activity at Blue Mill upon which he was informed that it was understood that this was for ongoing investigation by ERYC and that he had been advised by another member of the public that a music event was to take place in Garton and as the Council was not aware of such an event, he was advised to seek further information from his informant. He also referred to the upcoming closure of Back Lane for which he was informed that during ducting works for the installation of BDUK fibre net the highway would be closed to through traffic with access to residents of properties in Back Lane remaining unaffected by the road closure.

Matters arising from the minutes

Highway issues - The Clerk confirmed that ERYC had notified him that the owner of the overgrown hedgerow on Grimston Lane near the Old Vicarage would be requested to cut back the offending foliage and that on further inspection the surface cracking on Grimston Lane at its junction with the B1242 did not warrant repair works at present but would be monitored and when necessary improvement works undertaken.

 

Defibrillators - The Clerk reported that he had submitted a lengthy and complex application for funding to the SSE Community Fund towards the cost of the three defibrillators from Defib Space and Cllr Crawforth unofficially announced that the application was successful.

It was also agreed to order a back-up battery and a spare set of pads when ordering the three defibrillator units and the Clerk was thanked for his efforts in the process.

  

Garton WWTW - A reply from ERYC stated that upon visiting the site the overgrown vegetation and weeds were only an aesthetic issue and did not affect access to the treatment works and because of financial pressures justification for clearing the area was not possible.

It was agreed to request a site meeting with ERYC and a local Council member who would reiterate the Clerk's observations and point out that since ERYC's visit the area had become more overgrown and had become a blot on the pleasant rural street scene. 

 

School House in Grimston - The Clerk reported that he had been notified by ERYC that the owners of the property had been advised to submit a retrospective planning application for development which had taken place within the grounds of the property.

 

Planning

The Clerk confirmed that between meetings he had circulated to members details of two applications received from ERYC for proposed development at Crawshaw Farm Westfield Lane Fitling and as no concerns were expressed within the time-scale he had advised ERYC that the Council had no objections to the applications.

 

SSE Community Liaison Group

It was reported that there was not a great deal of information to share arising from the CLG meeting on the 4th June as in particular a government funding decision was still awaited for the Hydrogen Pathfinder scheme.

  

Correspondence

The Clerk reported that he had previously circulated details of the temporary closure of Fitling Lane to instal ducting/chambers for the new BDUK fibre network, a response from ERYC on a legal issue referred to that Authority, updates from the original complainant regarding paramotor activity at Blue Mill, copy of a complaint received from another complainant regarding the same issue which the person had forwarded to Graham Stuart MP, ERYC preparations on a new East Riding Local Plan, update from Ward Cllr Christon-Whyte on information she had relayed to original complainant regarding activities at Blue Mill, copy of a message sent by original complainant to ERYC regarding a building recently erected on the Blue Mill site, the latest edition of the Police newsletter and notification received from ERYC of two additions and three deletions to the register of electors.

 

Neighbourhood Watch/Farmwatch

It was reported that spray paint graffiti to a building, a tractor and a shed had occurred recently at a property on Humbleton Road in Fitling which had been highlighted in the latest Police newsletter which was noted with concern by the Council.

 

Financial matters

It was reported that the bank balance was currently £10,577.03.

 

Any other business

Highway issues - It was agreed to refer two potholes on Grimston Lane at its junction with the B1242 to ERYC for attention and to request that overgrown vegetation obscuring the chevrons and signage on the B1242 be cut back.

 

Cllr Crawforth agreed to contact the owners of the land at Back Lane at the junction with the B1242 to request that they cut back the overgrown vegetation.

 

Proposed First Aid course - It was agreed that the subject be placed on the agenda for the next meeting to determine possible dates for the session. 

 

Defibrillators - It was agreed to forward a thank you letter to Cllr Mattinson's company for supplying an emergency battery to power one of the defibrillators.

 

Next meeting - The next meeting to be held at Aldbrough Village Hall on the B1242 on Tuesday 4th August 2026 at 7.30pm unless otherwise advised.
