MINUTES OF THE COUNCIL MEETING HELD ON TUESDAY
7th APRIL 2026
PRESENT: Cllrs H Teasdale - Chair, V Clappison, A Crawforth, J Harvey, S Mattinson and A Nendick.
An apology for absence was received from Cllr D Dee.
Consideration of Councillor’s declaration of interests
There were no changes declared by members to the register of interests.
Public session
A member of the public once again raised the issue of paramotor activity at Blue Mill camping and caravan site and referred to correspondence forwarded to the Council which the Clerk confirmed he had forwarded to members prior to the meeting and it was agreed that with the complainants permission it be forwarded to ERYC Enforcement for further consideration and that Humberside Police be made aware of antisocial behaviour issues experienced by some residents feeling intimidated by previous behaviours of the land owner.
Arising from the information provided by PCSO Bainton at the last meeting that Aldbrough Parish Council had applied for funding to obtain a speed camera which could possibly be shared with the Council, the Clerk reported that he had contacted its Clerk who had informed him that an application had not yet been made as an indication was awaited from the Police & Crime Commissioner's office when to apply as applications were made in batches of ten.

Matters arising from the minutes
Proposed litter pick - Cllr Crawforth reported that she had recently undertaken some litter picking in Garton and that should other members wish to collect some litter in their areas then she had available a supply of litter pickers and plastic bags.
Planning
There were no new applications or decisions for consideration by the Council.
SSE Community Liaison Group
A report of the proceedings of the CLG meeting held on the 26th March was presented at which it was planned that full site outage would take place from 9th to 24th May.
Reference was made to passive seismic monitoring utilising existing technologies alongside existing sonar surveys which would allow improvement of asset management of the caverns. A funding decision for the Hydrogen Pathfinder scheme was still awaited and the Environmental permit application decision from the Environment Agency was expected in August and a project programme update on the Hydrogen Storage scheme was presented.
It was also reported that it was anticipated that three grilles would be provided for land drainage purposes to assist with prevention of future highway flooding and that prior to this a water vole survey would be undertaken in springtime.
In respect of the Humber Hydrogen Pipeline project ecology surveys had been undertaken and would continue to be carried out and that it was it was planned to submit the Request for Scoping Report over the next few months with the next CLG meeting scheduled for the 28th May.
Correspondence
The Clerk reported that he had previously circulated: the latest Police newsletter; details of the closure of Fitling Lane on the 30th June for telecoms polling works; the update from Ward Cllr Christon-Whyte on questions she had put to SSE relevant to the Hydrogen Storage scheme; the response from ERYC Enforcement regarding paramotor activity in Garton and the correspondence referred to earlier in the public session on the same paramotor issue.
Neighbourhood Watch/Farmwatch
It was reported that there had been no reports of any incidents within the parish of late.
Financial matters
It was reported that the bank balance was currently £6,776.96.
Any other business
Highway issues - The Clerk reported that he had forwarded photographs provided to him by Cllr Nendick of the damaged/leaning sign on Aldbrough Road to ERYC for attention together with issuing a reminder regarding the wooden log which had been placed on the grass verge in Grimston Lane near Church Farm.
Defibrillators - Cllr Mattinson commented that it may prove difficult to obtain batteries in future for the units as supply of them from America was currently of concern and that the Council may need to consider alternative products moving forward. It was also agreed to enquire of Cllr Dee the expiry date of the battery on the Grimston defibrillator.
Next meeting - The annual meeting to be held at Aldbrough Village Hall on the B1242 on Tuesday 5th May 2026 following the annual parish meeting which will commence at 7.00pm unless otherwise advised.
