The Parish Council comprises of the Holderness villages of Fitling, Garton and Grimston.

 

 

MINUTES OF THE COUNCIL MEETING HELD

ON TUESDAY 1st SEPTEMBER  2026

 

PRESENT: Cllrs H Teasdale, V Clappison, D Dee, A Crawforth, J Harvey, S Mattinson and A Nendick.

 

There were no apologies for absence as all members were in attendance.

 

Consideration of Councillor’s declaration of interests

 

Cllr Dee as an employee of SSE declared an interest in the agenda planning application submitted by the company.

 

Public session

 

Two members of the public requested that when the Council consider the agenda planning application submitted by SSE that concerns are raised regarding proposed number 5 passive monitoring station which is close to the church, near to the public footpath and no screening shown on the submitted plans.

These were agreed as a true record and signed by the Chair.

 

Matters arising from the minutes

 

Garton WWTW - A further reply from ERYC stated that its Grounds Maintenance team had been instructed to attend to the overgrown vegetation at the site as soon as possible.

 

Lloyds Tour of Britain Men's Cycle Race - The Clerk reported that the grant application he had submitted to HEYCA had been successful towards the cost of bunting and spray paint which had now been delivered for when the event passes through Garton on the 4th September.

 

Proposed First Aid course - The Clerk reported that Mr Megson had confirmed his availability to conduct an introduction to first aid course of two hours duration on the 15th October at 7pm in Aldbrough and Cllr Mattinson agreed to provide a poster announcing the event for display in the notice boards, the website and social media outlets.  

 

Planning

 

Installation of 5 no. solar powered passive seismic monitoring stations and compounds at Gas Storage facility SSE Hornsea Garton Road Aldbrough - 26/01946/STPLF

 

Cllr Dee took no part in the deliberations and did not vote in consideration of the application.

 

It was agreed to object to the application on visual impact grounds particularly in relation to proposed no. 5 station being close to the listed church and the local footpath with no screening provided and the fact that provision of low-level stock fencing will not adequately protect the proposed compounds.

 

Erection of a free-range egg unit with associated egg packing and storage building, feed bins, hardstanding, access road, drainage and attenuation pond at land south of Ousthill Farm

Hull Road Aldbrough - 26/02153/PLF

 

It was agreed that no objections be made to the application.

 

School House in Grimston - The Clerk reported that ERYC had now advised that following a review of the information gathered the Council did not consider the current childminding operation to amount to a material change of use of the property as the scale of the business remains limited and the primary use of the property continues to be as a dwellinghouse therefore planning permission was not required.

 

SSE Community Liaison Group

 

There was no update to hand as the next meeting was scheduled for the 24th September.

  

Correspondence

 

The Clerk reported that he had previously circulated two updates received from the original complainant regarding paramotor activity and other issues at Blue Mill in Garton, details of a Humberside Police event in Withernsea on fraud awareness and the latest Police newsletter.

 

He also referred to a request he had received from Sharman Wiles of Wold Newton requesting that the Council object to a planning application submitted by Egdon Resources Ltd to North Yorkshire Council for permission to drill through a principal chalk aquifer, a vital source of clean drinking water for 900,000 including East Garton in the search for gas.  It was agreed to formally object to the objection on public health grounds.

 

Neighbourhood Watch/Farmwatch

 

It was reported that there had been no incidents to report of late in the parish.

 

Financial matters

 

It was reported that the bank balance was currently £6,783.90.

 

Any other business

 

Highway issues - It was agreed to refer to ERYC a faded bend warning sign on Humbleton Road and a further reminder that the provision of grips, a passing place and potholes on Grimston Lane near its junction with the B1242 still required addressing following previous reminders which had been issued.

 

Next meeting - The next meeting to be held at Aldbrough Village Hall on the B1242 on Tuesday 6th October 2026 at 7.30pm unless otherwise advised.
